He is known for film roles such as annoying insurance agent Ned Ryerson in Groundhog Day and amnesiac Sammy Jankis in Memento, as well as such television characters as Commissioner Hugo Jarry (Deadwood), Bob Bishop (Heroes), Sandy Ryerson (Glee), Stu Beggs (Californication and White Famous), and Action Jack Barker (Silicon Valley).

Tobolowsky has appeared in over 200 films, plus many television projects. He has worked in the theater as well, directing and acting in plays in New York City, San Francisco and Los Angeles. He directed one movie, Two Idiots in Hollywood, based on his play of the same name. He also co-wrote the film True Stories with David Byrne and Beth Henley. He was nominated for a Tony Award for Best Performance by a Featured Actor in a Play for the 2002 revival of Morning’s at Seven.
On October 29, 2009, Tobolowsky started a new podcast on /Film called The Tobolowsky Files, where he tells stories, in a similar fashion to Tobolowsky’s film Stephen Tobolowsky’s Birthday Party. The show was picked up by Public Radio International in 2012.

Stephen Tobolowsky West Wing
He played Dr. Max Milkman in The Stormy Present. He is well known for his role as Ned Ryerson in Groundhog Day, as well as portraying Commissioner Hugo Jarry in Deadwood (with Ian McShane) for nine episodes and Bob Bishop in Heroes for eleven episodes over the second and third seasons (with James Kyson Lee). Tobolowsky has a recurring role as Sandy Ryerson in the FOX show Glee (starring Jane Lynch) and as Stu Biggs in the Showtime series Californication (starring Evan Handler).
He also had roles in Spaceballs, Mississippi Burning, Thelma and Louise, Basic Instinct (with Daniel von Bargen), Single White Female, Sneakers (with Timothy Busfield), Radioland Murders (with Christopher Lloyd, Corbin Bernsen and Dylan Baker), The Insider (with Philip Baker Hall and Colm Feore), Freaky Friday, Failure to Launch, Wild Hogs, and The Time Traveler’s Wife.

His office just happens to be next to Cosmo’s office at Playtronics, the “toy company” that is really a front for Cosmo’s nefarious doings.
Liz is forced into a date with Werner in order to gain access to his office (in order to climb the vents into Cosmo’s office next door) with his voice ID print (on their date, she needed him to say all the words to make the phrase, “My name is Werener Brandes. My voice is my passport, please verify me.” This, of course, leads to hilarious results.
